I noticed that the TPS62869 datasheet does not recommend separating AGND.
Can I directly connect AGND and PGND, or is a small net-tie trace still necessary?

A net tie is one method of organizing the various GNDs to connect them properly in the PCB layout. It is the layout that ultimately matters, not the schematic.
For this IC, the PGND and AGND pins are right next to each other, so this makes an excellent point for a star/common GND. As well, the only small-signal component which should connect to AGND would be the VSET resistor, which should be located immediately adjacent to the AGND and VSET pins.
So no, it is not necessary to use a net tie with this IC's GNDs.
