The USB devices are less than 1W consumption. The smartphone charge can also be low, up to 15W

If all you need is 15W sourcing, then you actually do not need a USB PD controller. The TPS25810 would be a great fit

I got the EVB, and cannot managed to set it up, to charge my phone while the phone is a HOST.

I have an external power source. 
The smartphone is the USB host, which means it should be in OTG mode. 

I want the smartphone to be charged from the external power, unlike the "classic" OTG mode which the smartphone provides the power.

In order to have the power role and data role be different from one another, you need to use a USB PD controller such as the TPS25751. With standard USB Type-C, the power role and data role are fixed to one another (Ex. source/DFP and sink/UFP). USB PD allows for the power role and date role to be different.
