BQ24773EVM-540: EVM has net ties shorting most of GND and PGND on Mid Layer 1?

I found the EVM design files.  I see that there is good separation of GND and PGND on most layers but on MidLayer1 there are long, thin Net-ties that almost entirely bypass the separation of these nets.

I can't understand the reason for this.

Can anyone explain??

    The BQ24773 is a legacy device, the information we have is limited, we do not the information on why this was implemented in MidLayer1, however we have not had any issues with the BQ24773 EVM, so I see no issue with this.
