In order to have the protections work when using the device, you will need to enable the protections. Once enabled, they will work with their default values. Section 2.3 Enabling Protections in the Easy Configuration of BQ769x2 Battery Monitors application note, should show how to quickly do so. 

Cell balancing will also need to be enabled. Section 10.1 Cell Balancing Operation in the BQ76952 Technical Reference Manual (Rev. B) (TRM) talks more about it. Section 13.3.11.1 Settings:Cell Balancing Config:Balancing Configuration in the TRM, shows the register bits to configure for cell balancing.

The evaluation module (EVM) (BQ76952EVM Evaluation board | TI.com) we offer may be useful to help evaluate the part. The BQ76952 Evaluation Module User Guide can also offer a quick, easy way to start up the part for the module to begin evaluation.

This Software Development Guide should be helpful when programming it. 

Some settings and subcommands will require different security modes to access, such as UNSEALED and FULLACCESS. This is further discussed and described in Section 9.3 Device Security in the Datasheet as well as Chapter 8 Device Security in the TRM.
