The TPS23753A power rating is decided by 350mA RTN current rating.
You can use a 63.4 Ohm at the CLS pin and get a successful handshake with a Type-2 PSE as Class-4, and the PSE may set the power/current cut at Class-4. But if the RTN current is higher than 350mA, it is out of the rating of TPS23753A. So it is more recommended to use TPS23753A in Class 0-3 cases.
