PTH08T250W: Inhibit pin On/OFF functionality with IC ISL870721BZ

1. if the inhibit/uvlo is left open and vin is applied the device will enable

2. This pin has 4.3V default threshold value as mentioned in the datasheet

3. As long as the open-drain pin from the sequencer can tolerate the 4.3V, the divider will serve as the pull-up to enable the part when the open-drain pin switches to "enable" (high impedance)

4. The sequencer needs to be able to sink enough current to pull the EN pin down below the threshold when the open-drain pulldown is turned on. If the sequencer pull-down can't tolerate 4.3V, you may need to add an additional resistor to keep the voltage lower than 4.3V, or a Zener clamp / shunt regulator to limit the voltage.
