TLC5940: What would be the behavior when BLANK high and GS CLK is not pulled down

Hello experts,

I am using chip to drive the LED's. I was analyzing an issue in my program and noticed that GSCLK is not held low when driving the BLANK signal.

I would like to understand the behavior on what would happen to the lights in this scenario.
