TPS61178: Part not starting/switching

I am using the TPS61178 part to create 12V output from a li-ion battery input with a current limit. I have an issue as the IC seems to not start switching at all. I try to inject 3.9V from a lab supply and the output gets stuck to 3.4V. When I probe SW, it's a full DC signal at 3.9V and VCC is DC signal at 3.4V. I also probed FREQ/SYNC and ILIMIT and they were at 0V whereas I thought I would find them at same level as VCC.

I tried to put a 100ohm load on the output and the output voltage was lower (3.2V). Seeing all of this, I thought I made a mistake on EN but the datasheet says it's logic high and my EN pin is at the same level as VIN (3.9V).

    Please check the voltage on the FB pin. Possibly it is already too high.

    If this does not help, please check the startup when you apply VIN. What exactly happens especially on the pins EN, VCC, SW, BST, COMP and FB. Use an oscilloscope for these startup measurements.

    One additional point. Please check VIN with the scope at startup as well. And please try to have as many signals on the scope screen as possible.
