Is it possible know when a thermal shutdown has occured?
Do we have access to the registers in thermal shutdown mode? (to the all register map)?

According the description in the datasheet https://www.ti.com/document-viewer/TPS55289/datasheet#GUID-CD745FE3-85AA-4F4D-AA9A-8A5391A6B5FE/TITLE-SLVSF01T5657623-47 the internal registers are unchanged in thermal shutdown.

In general thermal shutdown does not block the communication to devices, but I have to say that I am not the technical expert of this device. Please wait until tomorrow for getting an answer from the technical expert.

When thermal shutdown is triggered, all internal registers values will remain unchanged, it will not prohibit access to registers.

The answer is no. The customer may need to add external solution to monitor the board/device temp.
