TPS25751: Flashing to EEPROM

Hi, 

I was looking at TPS25751 Evaluation Module User's Guide (Rev. A) and TIDA-050047 to as a guideline to design and configure the TPS25751 and BQ25792.

As of right now, I'm planning to use the  USBCPD Application Customization Tool by TI to flash the TPS25751 and save the configuration file into an EEPROM. However, the first link above requires an external MCU (TIVA) with a type C connection and the second link says it could be flashed with the Aardvark header pins. Could I flash it using the any2header pins on the second link?

The future plan is to program it to an MCU that talks to the USB C PD Controller, but this is the easiest method for now to ensure functionality. 

I'm also confused on why the J16 jumper is asked be removed on the first link to disable flashing.
