I'm consdiering a TPS63030, and I'm considering trying to limit its current to 20mA. Is there any app note for limiting the output current?

Most of the converters with integrated FETs have internally pre-set current limits that are not adjustable. You could probably devise a way to limit current externally, but I'm sure the amount of circuitry required would not be practical if you are looking at the TPS63030. If you absolutely need adjustable current limit a controller with external FETs such as TPS43000 is probably the best solution.
You might also look at adding a USB switch or load switch to the output. These typically limit the current and some are adjustable. An example is the TPS22946.
