I want to use it for BMS construction, but I can't access the full data sheet. 
I requested it from TI but it was rejected. I sent an email but it was rejected. I don't understand why it was rejected. 
I've been waiting for this for 2 weeks to start designing.

Hello Erol,

Your request was rejected as your company does not have an executed NDA with Texas Instruments. Although our BQ79758-Q1 has been released, we still store our documentation (long datasheet, EVM guide, schematics, etc.) in a secured folder. Please share your email address and I can get you in touch with one of our sales representatives to start this process.
