TPS61094: TPS61094 Logic levels

The documentation for TPS61094 states that EN logic high threshold is:

Vout > 1.8V = 0.58V (MAX)

Vout < 1.8V = 1.0V (MAX)

1) Do I understand correctly that everything higher 0.58V will be considered as high level (for the case Vout > 1.8V)?

    And for the case of Vout < 1.8V, everything higher 1V will be considered high level?

    If my reasoning is correct, then I don't understand why with a higher Vout voltage we have a lower high logic level threshold?

    As far as I know, logic chips have a another principle: the higher the Vout, the higher the high logic level threshold.

2) Please explain how to correctly understand the low logic level threshold?

    Do I understand correctly that everything as low as 0.2V will be considered low level (for the case Vout > 1.8V)?

    And for the case of Vout < 1.8V, everything as low as 0.45V will be considered low level?
