Can someone please explain why the state of charge and remaining capacity estimations during prolonged rest/no load condition are not accurate?

I have a battery that was fully charged and left in storage for >30days. The fuelgauge reported RC 305mAh and SOC 21%, however, when the battery is discharged it had 1241mAh, over 4 times the RC capacity reported by the fuelgauge. The cell in question has been characterized and correct Chem ID is used and the required learning cycles, etc performed.
