ULN2003A: 3.3V control not fully saturated?

Tool/software:

The data sheet says VCE(sat) is about 1 to 2 volts. However, when we use 3.3V control, we measured 0.6V at the corresponding output pin. Should 5V be used to control? or it's fine to use 3.3V and 0.6V at the output is not a concern? the application current is relatively low, just several mA, maybe that's related.
