Is there is a way to program Chem ID in a bq78z100 using an I2C command. Or if it is necessary to program each circuit with a gauge using the EV2400.

You can use BQStudio along with the EV2400 to program the chemID onto the gauge. You can then use BQStudio to extract the golden image which will have the chemID information in it. You can then use any host MCU to interpret the golden image flash stream file and program this onto the gauge without having to use BQStudio and an EV2400.
In short though, yes, you need BQStudio and an EV2400 initially to program the chemID.
