Is there any solution to convert an ordinary Li+battery paCK to a smart Li+ battery ?

Any Fuel gauge IC available which does not need smart information but just +/- supply information?

We have a lot of fuel gauging ICs for multicell and single cell. For improved accuracy a current sense resistor is common in addition to cell voltage inputs.

Every one of the solutions will make the pack a smart battery.

If by "smart battery" you specifically mean compliant to SBS standard, then, for starters you can refer to the bq20z75(series multi cell) and bq28550( single cell or parallel cells).

There are more products that have different features, accuracy and price range.

Problem I have is my battery pack is 11.1V 4.4Ah,(3s2p) and individual cell tapping is not possible.wht to do?

From your description it looks like you are using Li battery. While it is possible to make a "smart battery" without individual cell tapping it is not advisable to do so due to safety reasons. Over time the cells will imbalance. If the charging voltage/current stay the same over time then the imbalance will cause at least one cell to overcharge and create a dangerous situation. All TI solutions monitor cell voltages and provide control to prevent such unsafe situations. The life of the pack will also be lower without cell balancing.
