When biasing the ADCINx boot pins, if I select one of the settings where the DIV_MAX is 1.00, can I directly tie the pin to the LDO3V3 through a rail?

No, there is a known issue where tying the ADCINx pin directly to LDO3V3 directly or through a resistor may cause issues loading at boot. It is always recommended to use a resistive divider to set the ADCINx biasing.
