TPS25730: Charging Only Cable Not Working

Tool/software:

When using the TPS25730 in our design, it works as expected except when we plug in a charging only cable that only has VBUS and GND wires and nothing else. Then it appears to not turn on the output, even though 3.3V and 1.5V turn on. Is there a way for it to turn on the output when a charging only cable is plugged in?

    To confirm, you are saying that there is no CC on this charger correct?

    If that is the case, there is no way the PD could establish a connection as it needs some sort of CC logic in order to work.
