I thought about that too, but can BQ25173-Q1 outputs short together and connect to supercaps?
what is the consequence if one output is little higher than another output, or missing enable timing, can this cause any damage?

The 13V input to 5V output will generate a lot of power dissipation on a linear charger.
If a switching converter is an option take a look at BQ25856-Q1.

I have 30F/3V supercap, I planned to use 4-8 pcs, and charging current down to 1A-1.5A max, do you have better suggestion ?
I felt BQ25856-Q1 maybe too heavy for charging these supercaps.

If a non Q1 device is an option -- Take a look at the BQ24640. It is a buck switching charger.
