The LM4128's enable pin input leakage current is about 2uA.
The LM4128 is an older device, and my recommendation would be to consider the newer REF4132:

I read datasheet of REF4132.
REF4132's output current is 10mA.
My circuit needs 20mA of output current.
Please let me know if you know newer device which have enable pin and output current 20mA or more.

For 20mA output current, please consider the REF20xx device which has an enable pin and can supply this output current. The xx will denote your desired output voltage as shown in the datasheet below:
