The LATCH pin allows the user to configure the device behavior when a thermal fault occurs. If the LATCH pin is pulled low, it will operate in auto-retry mode. If it is pulled high, the device will latch off.

According to thermal behaviour, Pull up is going to use for Latch Pin. Is it possible to operate without Pull up for Latch Pin?

You can operate in either mode - it just depends on the customer/requirement. The LATCH pin has an internal pulldown so it will automatically operate in the auto-retry mode but if you want to operate it in latch-off, you will need to pull it high. So yes, you can operate without a pull up which means the device will operate in the auto-retry mode and try to restart after some time when thermal shutdown is reached.
