TPS55332-Q1: junction to ambient datasheet question

We are utilizing the TPS55332QPWPRQ1 boost converter IC and had a quick question. Section 6.3 of the datasheet (SLVS939B) states the Thermal resistance, junction to ambient as a max of 35 °C/W. Below that, Section 6.4 states the Junction-to-ambient thermal resistance as 43.8 °C/W. Could you explain the differences between these two values?

    RθJA is a variable function of not just the package, but of many other system level characteristics such as the design and layout of the printed circuit board (PCB) on which the part is mounted.

    in Section 6.4, RθJA is a measure of the thermal performance of an IC package mounted on a specific test coupon.

    We recommend a max RθJA of 35 °C/W to ensure low temperature rise.
