TPS6521905: Voltage output prior to programming?

Hello, I need to program the chip after assembly in the factory and want to know what the default voltage output is on each rail of this chip? I need a chip that does not output any voltage on initial boot and only has Vout on all rails after i2c programming and writing to the NVM. It is my understanding that the TPS6521905 comes with an empty eeprom and so should boot into 0 volts on the output rails.
