Your input voltage needs to be higher than your output voltage.

Related question; How much higher does input need to be than output? (Couldn't find in datasheet.)
In my application, input will vary between 10-28V. Desired output will always be equal or lower than input. Plan to variably control FB to obtain a desired output from 4V to 24V. In situations where desired output is, let's say 20V when input is also 20V, can I hold FB below 0.8V and expect output to be roughly the same as input voltage? Will the high-side FET be continuously on, aside from some small dead time?
I plan to Spice model and bench test prior to implementing, in any case.

Max duty cycle is the max ratio of vout/vin
Based on datasheet, Vin(min) = Vout/0.87
