We found that bq78z100 quiescent in HDQ mode is around 40uA higher than in it I2C mode. Is that correct?

The datasheet do not include quiescent current specifications for I2C vs HDQ. Power consumption should be nearly identical for both.
How has customer got to this conclusion? Have you checked that both devices are in same state? (e.g, both states have FETs ON or OFF)
The DS shows a 40uA current difference when one FET is ON and the other is OFF.
Yes, the test condition is identical since it was on same PCBA with same MOSFET setting. The circuit was in I2C mode by default. Then they set it to HDQ. The quiescent was initially same as it was in I2C. After power cycle the PCBA, the quiescent current increased by 40uA. In other word, the quiescent of both mode are same if there is not power cycling after set it from I2C to HDQ mode. The power cycling of the PCBA seems have impact on how the circuit works
