BQ35100: Issue communication with BQ35100

I'm bringing up a new board and I'm unable to communicate with the BQ35100 via I2C.  The first 8-bit message sent to the BQ35100 is 0xAA as define in the datasheet. The start command issues as expected and I see 0xAA on the data lines, however, instead of ACK with 0 and NACK with 1.  See image below  I've checked with GE pin is at VBAT and the I2C timing diagram looks good.  Can you provide additional items to check.  Is there any additional sequence that is required to communicate?  Attached is the schematic and scope shot showing the first 8-bits being sent with a NACK at the end.  Other devices on the I2C lines are communicating without issue.
