TPS25983: Output pulled down during testing of this circuit

I think there is an issue with this circuit or behaviour of the eFuse. When I connect a 24V in through the main switch, there is the same voltage between the eFuse EN/UVLO and GND terminals. However, the output seems to be pulled LOW. 

The values I have selected for the resistors and capacitors are: 

Rvl1 1 MOhm
Rvl2 9.091 kOhm
Cin 0.1 uF
CNRetry 2.2 nF
CRetry_delay 2.2 nF
RI_lim 115 Ohm
CiTimer NC 
CdVdt 3.9 nF
Rimon 1050 Ohm
Rpg 10 kOhm
COUT 100 uF

I selected these to have a current limit of 13A. When I tested this, I only had a minor load across the OUT, for a DCDC powering a small <1A component. The test results were:

Vin = 25V

Vout = LOW.

    I am assuming your en resistive divider is as follows

    The EN pin voltage will be 0.22V for 25V Vin which will keep the device off. The EN voltage needs to be more than 1.2V for the device to turn on. Can you increase the pull down resistor so that voltage greater than 1.2V can build up.
