TPS631000: TPS631000 wrong output

Tool/software:

Using the schematics in the datasheet, When implemented on a board, I get 0.4V out from

5V in. The design should give 3.0V and the component values are confirmed.

Perhaps it is not designed for load current as low as 30mA?

The power supply is capable of 1A continous (Keysight supply).

Is there any design flaw not mentioned in the datasheet?

Without power connected the 3V0 supply point has 6Mohm resistance. The load is 

6 opamps and one 8 bit AVR, all drawing abt 30mA.

The design without the DCDC has been tested and proven. Now I've added

a DCDC to make it possible to use 5V as supply, which obviously was a grave

mistake. I should have used a Microchip or Analog component, not TI.
