UC2841: Primary side regulation with a wide Vcc input range like 11-28V

Hi team，

We are looking a PWM controller for circuit breaker project “DC ACB” that is used in Flyback circuit and can support Primary side regulation, with a wide Vcc input range like 11-28V, the output power is less than 5W.

I noticed in the datasheet of UC284xA there is a Flyback application circuit in Secondary side regulation, can this part also be used in Primary side regulation? If cannot, do you have recommended PWM controller with competitive price and small package?
