how bq24070 switches input supply and battery voltage...
my doubt is if i regulate output to 4.4v , then if there is no supply and battery voltage is 4.2v now will the output still be 4.4v or drops to 4.2v with respect to battery voltage..........

The IC does not contain a boost converter, but a switch between BAT and OUT. Please refer to the data sheet which has all the details.
