Hi Francis,
Are you certain that you need a buck converter for this? There may be an LDO that can do this for you. You can do it, but it will be quite complicated. we don't have dual phase ~100mA's mA device. Best we have is dual phase 12A out.

If you want to use single phase buck you would need an inverting flybuck circuit.
