BQ25798: BQ25798 cannot charge

I want to use the BQ25798 to charge a 4S lithium battery. My circuit configuration is as follows: PROG is set to 17.4K, power input is VBUS 2 12V 1A, SYS output reaches VSYSMIN 12V, but when I connect the battery, I cannot measure 16.8V at the BAT PIN. I can see the STAT LED blinking, but when I read the FAULT STATUS via I2C, all values are 0. I want to know why all the read values are 0 and how to determine the reason why the IC cannot charge.

    If STAT is blinking there is a fault of some kind OR the BAT pin capacitors are charging, terminating, recharging, etc due to no battery or discharged battery with protector open.  The registers above are reporting the statuses below:

    I assume that your EC is sending periodic WD writes to prevent WD timer expiration from rewriting registers to default values?  Can you resend the registers when power is attached?  Keep in mind that the fault bits (not shown above) clear after being read.
