Thank you for the update. The lot code (31T) is 5264287PTM, and the STC (1T) is 1279040Z45.
Agreed these were assembled in Warrenville. The PCN is referencing the die being manufactured in a new FAB (Richardson Texas). TI's label on the reel does not list the FAB and I would like to know how to identify when a mpn: TPSM41625MOVR is affected by PCN: 20230206000

Based on the lot number you provided, the chips were fabricated in Mexico as well.
