Design a circuit for a high-side load switch capable of switching 12-60 VDC into an inductive load (L < 5mH) at currents of up to 10A. The switch shall be capable of operating continuously but may be cycled on and off at a frequency lower than 1 Hz.

Hi,

No, UCC28083 frequency is similar to 2800 but with two PWM outputs so cannot make 1Hz or even close to. We do not have a product to meet this specs. You need to use digital solution or use discrete components to build such low frequency circuit.

Hi,

TL494 should be ok to get 10Hz. This is the lowest frequency our IC can do.

Hi,

If below 10Hz TI cannot guarantee the datasheet specs can still be met or even if the IC can still normally work as the device was not designed for that application and also not tested in that range. You will be on your own and TI takes no responsibility if you see anything wrong.
