If VDD=14V, then the output switching will have an output of 14V when switched on, and 0V when switched off. It will operate as intended.
This part can be operated with a VDD range of 10V-35V, with undervoltage lockout (UVLO) at 10V. It is also recommended to add two capacitors to bypass VDD. The first capacitor should be a small capacitor ≥100nF, which is placed as close to the VDD pin as possible. The second is a large capacitor ≥1µF, which should be placed as close to the VDD pin as possible, next to the small bypass capacitor.
