Does the TPS76201 enable pin have a weak internal pull-up or down? Is it ok to leave this pin floating in the design?

There is no pull up or pull-down resistor in the EN logic.

No. We advise driving the part above 1.7V for enable and driving it below 0.8V for disabling the device.
