BQ25713: Battery charge operation together with TPS25751D

Hi, I have a question concerning a debugging session I am going through.

I have a system setup with the BQ25713 charger IC and a USB-C interface using the TPS25751D and I want to charge my battery.

From my measurements I find that when I have a USB adapter plugged in, my entire system turns on and operates as intended and VSYS is 12V, without the battery inserted. When the system is powered by the battery alone, the system draws power from the battery, VSYS is equal to the battery voltage, but when I plug in the USB-C adapter, the current drawn from the battery drops close to 0 A ( I see something in the range of 100 mA on my oscilloscope) and VSYS is still equal to the battery voltage.

All of this makes sense, except I want to charge the battery to full voltage (16.8V) when I have the charger connected. I have used the customization tool for the TPS25751D firmware, where I have set the charging voltage to 16.8V, but why does the battery not charge? Do I need to raise the minimum system operating voltage?
