TPS25846-Q1: TPS25846-Q1 fault can't be triggered through overcurrent

I am testing the fault function of the TPS25846 on my board.

Q1:I want to trigger the fault signal by shorting the output terminal. However, the fault signal of the TPS25846 cannot be triggered. What is the reason for this? There is no external MOSFET in my design, and the over - current limit is 2.3 A.

Q2:  When my load is set to 1 ohm, I find that the maximum current will reach about 4.5 A, and the voltage drops to about 1.2 V. After that, even if I increase the load, the current doesn't change. However, the fault is still not triggered all the time. What is the reason for this? And why design such a mechanism?
