Hi T Hu,
The TPS546A24A supports VOUT from 0.25V to 5.5V using PMBus VOUT_COMMAND, so it can support 10A @ 0.4V output. You can use VOUT_COMMAND register to set VOUT, and you can also use TI's Fusion Digital Power Designer software to easily set VOUT. Here's the link to the Fusion GUI: https://www.ti.com/tool/FUSION_DIGITAL_POWER_DESIGNER
Please start with the datasheet to learn about best design practices. The application section explains the design process step by step. For help with design, use the WEBENCH tool or the Excel tool. We also provide SIMPLIS and PSPICE models for simulations. Be sure to check the EVM user’s guide, too.

The Excel tool has a checklist for reviewing schematics and layouts. I can help with the review if you’d like.
If you have more questions, let me know. I’m here to help.
Thank you,
