BQ76952: Battery takes a moment to power our carrier board which has buck-converters on it.

Tool/software:

We are noticing the battery is taking a moment to power our carrier  board that has buck converters on it. Buck converters tend to draw lot of current during power-on. We had set the OCD1 at 30A, OCD2 at 6A and OSC3 is at -4000userA (by default). 

Is there a rate of discharge that needs to be set?

We are using the EV2400 to program the BMS. This is for a 13S battery.
