UCC28019A: The Vcc ( pin 7 in ucc28019a) uses the boost inductor with a 12V bias

I want to use the boost inductor with a 12V bias to supply the VCC in UCC28091A , is it ok ?

Not sure what you mean by boost inductor to supply Vcc. Vcc is rated up to 21V and UVLO is 11V. 12V supply should work.

Please see the attachment in which the Vcc is from the PFC inductor ( or say transformer ) with 12 bias supply.

You can do that but you need to size the component properly to balance the power burn by the zener diode and Vcc margin against UVLO. Often times, there is an iso dc/dc stage downstream and you can generate the PFC bias from there without the coupled inductor.
