BQ40Z50:Phenomenon of not being able to pre-charge when using the battery side (BQ40Z50) and the charger side (BQ25601)

When the CELL voltage on the battery side (BQ40Z50) was as low as 2V and the BQ40Z50 was in a shutdown state, I tried to connect to the charger side (BQ25601) to start charging and no charging current flowed.

I set REG05 EN_TERM = 0 (Disable) on the charger side (BQ25601) and set the pre-charge current to 60mA, which enabled charging to the battery that was not
chargeable.

Is the following correct as a guess of the phenomenon?

Before the BQ40Z50 started BQ25601 completed its charge cycle in about 250 ms and stopped the charging operation (stopped output from the charging IC), so
charging was not possible.
For the above reason, charging became possible by temporarily disabling the charging halt with EN_TERM = 0 (Disable).
