BQ76940: 7 ohm continuity between VC0 and VC1 causing VC2 to be 7.9V

On initial testing of a custom PCB using the BQ76940 with a 12 cell pack, all cells were being read by the IC as 3.8V except for VC1 which read 0.16V and VC2 which read 5.9V.

The balance cell voltages branch from the BQ circuitry to a port used for charging of the batteries so I plugged a charger into this port and used the charger to read the cell voltages which all came up as ~3.8V
 so I know the issue was the traces going directly to the BQ.

I measured VC1 with a multimeter and got ~0.16V but when I measured VC2 I actually got ~7.9V, which made sense as the BQ input can only read up to about 6V. this reading meant that VC1 and VC2 voltages were being added together probably because VC1 was being pulled to ground.

I measured continuity between VC1 and VC0 and got 7 ohms.

Can you suggest any reason I am seeing this issue?
