I plan to use 16V input and 3.3V output (fix).
Is it ok to apply voltage to EN (pin 13) before 16V is applied to VIN1 (pin 14) and VIN2 (pin 2)?
Are there any voltage regulations for VIN and EN?

Hi Daisuke San,
This configuration is typically not recommended - the power sequencing should be Vin then EN signal.
Providing EN before Vin will lead to some leakage current and forward biasing of internal ESD diodes. This can lead to damage of the internal ESD diodes.
