BQ25188: EN_RST_SHIP description, actions, and triggers

Hardware reset depends on the MR_RESET_VIN bit. If this bit is 0, then HW resets will occur immediately after writing the corresponding EN_RST_SHIP bits. If MR_RESET_VIN is 1, then HW resets will only occur if a valid VIN is connected (VIN = VIN_POWERGOOD).
