We have a very similar issue to the following post but has a slightly different component:

This is the behavior we see:
At VIN = 24V, VS is about 2.5V. Q1 never connects. When triggering on rising edge, HGATE never gets high. I suspect LM7480 gets stuck in the startup process because it consumes so much current at startup that VS drops too low and LM7480 never pass this moment.
We have tried to follow the recommended application example "200-V Unsuppressed Load Dump Protection Application" in the datasheet Figure 10-20.
In the post above for a similar LM7480-Q1 issue, a TI representative linked to the information below regarding startup issues with LM74930. It seems like the TI representative suggested to include extra components which are present in the LM7493 application example:

We find it strange that the recommended application example according to the datasheet is not working and that TI recommends a fix from a datasheet for another component. Is our schematic diagram correct and should Q1 connect at startup? If the schematic diagram is incorrect, what changes do you recommend?
