LM61460-Q1: How to Evaluate Loop Stability Performance

Yes - the Bode Plot is sufficient for evaluating the control loop, especially for simpler buck topologies. I would also recommend you stick to the datasheet recommendations for the device while designing. 

There are multiple instruments that are available in the market. https://www.omicron-lab.com/products/vector-network-analysis/bode-100 is one such instrument. However, I believe there are offerings from other vendors as well.
