The MOSFET selection process and equations covered in part 2 of the application note are general for any synchronous BUCK switching regulator.
The 2 MOSFET limitations described in the enumerated list at the end of section 2 are specific to the TPS53211
1) Limit total gate drive current to less than 50mA
2) Limit Low-side FET cate charge to less than 55nC
Item 3 - to use separate gate resistors when driving parallel MOSFETs is good general practice for all controllers. This prevents uneven distribution of switch transitions losses between parallel MOSFETs due to differences in gate-charge and threshold voltages.
