I'd like to ask about how to configure the NVM on the TPS6594.

I have already made my PCB. Is it possible to configure the NVM via I²C, and what information do I need to prepare?

    Is TPS6594133ARWERQ1 the part that you put on your board? It will already be pre-programmed with the configuration described in the user's guide https://www.ti.com/lit/pdf/slvuci2. This also contains information e.g. about the I2C base address already set for this device version. 

    Are you trying to simply communicate over I2C with the PMIC from your SoC, to interact with it? This is described in the device datasheet www.ti.com/lit/gpn/tps6594-q1 and in the user's guide. But as the part comes already programmed you should not have to load any program to start working with the PMIC - just have an SoC or other I2C controller to read/write/interact with it.
